The Maryland Small Business Development Center‌ (SBDC)‌ Network provides small business owners with access to trusted business advisors who have experience in starting and growing businesses. 

They offer expertise and keen insight essential to helping them manage their concerns today, and design solid long-range plans to secure their visions of tomorrow. The Maryland SBDC is an accredited member of a national network. In addition to our support of small business development, the SBDC is also accredited to provide intellectual property and technology commercialization assistance to businesses in the high tech industries.

Mr. William "Bill" Freeman

Mr. Bill Freeman is a Business Management Consultant for the Maryland Small Business Development Center (SBDC) at the University of Maryland Baltimore. The SBDC is a non-profit management consulting organization focused on small business formation, retention and expansion designed to achieve increased sales, job growth and increased tax revenues for the State of Maryland and specifically for the city of Baltimore.

Bill has over 30 years of business development experience.  He’s skilled in the areas of business plan development, 8(a) & MBE application reviews, preparing funding packages and assisting businesses to move to the next level. He has more than 25 years of financial services experience, including underwriting, commercial lending, and financial portfolio management.

Prior to joining the SBDC, Bill worked as a Commercial Relationship Manager for SunTrust Bank, First Union and earlier in his career, several other regional banks in the Baltimore-Washington area. He has extensive experience working with small businesses, as well as, community based and nonprofit organizations.

Bill began his career as an Assistant National Bank Examiner for the Comptroller of the Currency, United States Treasury Department. He earned a Bachelor of Business degree in Business Administration with a minor in accounting from The Pennsylvania State University.
