Phipps is the Chief Toxicologist in the Office of the Chief Medical Examiner. She received her Ph.D. degree from UMB. Dr. Phipps has been the chief toxicologist since 2012. She is a fellow of the American Board of Forensic Toxicologists. She is also an Adjunct Assistant Professor, Department of Epidemiology and Public Health, University of Maryland School of Medicine. She served Co-Chair, Planning Committee for the Mid Atlantic Association of Forensic Scientists 2004 Annual Meeting (2004), Co-Chair, Planning Committee for the FBI Laboratory Symposium on Forensic Toxicology (2004) and Chair, Continuing Education Committee, Society of Forensic Toxicologists (2002-2004). She has trained many forensic toxicologists and authored and co-authored many peer-reviewed articles and book chapters.
