Ling Li, MD
Li is a forensic pathologist with specialty in forensic pediatrics in the Office of the Chief Medical Examiner (OCME). She has conducted more than 4000 forensic autopsies and has qualified numerous times as a forensic expert, testifying in the state and federal courts of the United States. She is the Director of Research and Academic Collaboration of the OCME. Dr. Li is also a professor of UMB and adjunct professor of Johns Hopkins Medical School. She has taught forensic pathology to the medical students, pathology residents, forensic fellows, and pathology assistants. She served on the advisory committees for the Ph.D. program Examination Committee member of the Department of Mechanical Engineering, UMBC (2014-2018). She has authored and co-authored more than 80 peer-reviewed journal articles and 3 book chapters. She is the Editor of "Forensic Medicine -an English textbook for medical students, law students and forensic experts." Her major research interests include sudden infant death syndrome (SIDS), pediatric head trauma, and drug related deaths. Dr. Li serves on the editorial boards of the Journal of Forensic Research and Injury Epidemiology. She is the Editor-in-Chief of the Journal of Forensic Science and Medicine.
Stephanis A. Dean, M.D.
Dr. Dean is the Interim Chief in the Office of the Chief Medical Examiner. She has been working in the field of forensic medicine for more than 10 years. Dr. Dean is an American Board certified forensic pathologist with specialty in asphyxia related deaths. She has trained many forensic fellows, pathology residents, and pathology assistants. She has conducted more than 3000 forensic autopsies and has qualified numerous times as a forensic expert, testifying in the state and federal courts of the United States.Currently, Dr. Dean is the Co-director of the Master's Program in Forensic Medicine. She serves on the editorial board of the Journal of Forensic Science and Medicine.
Pamela Southall, MD
Southall is the Deputy Chief Medical Examiner in the Office of the Chief Medical Examiner. She has been working at the OCME for more than 20 years. She is a forensic pathologist with specialty in custody deaths. Dr. Southall has trained many forensic fellows, pathology residents, and pathology assistants. She is also an adjunct professor at University of Baltimore. She has authored and co-authored many peer-reviewed articles and book chapters. She serves on the editorial board of the Journal of Forensic Science and Medicine and she is the Associate Editor of "Forensic Medicine -an English textbook for medical students, law students and forensic experts."
Rebecca A. Jufer Phipps, Ph.D
Phipps is the Chief Toxicologist in the Office of the Chief Medical Examiner. She received her Ph.D. degree from UMB. Dr. Phipps has been the chief toxicologist since 2012. She is a fellow of the American Board of Forensic Toxicologists. She is also an Adjunct Assistant Professor, Department of Epidemiology and Public Health, University of Maryland School of Medicine. She served Co-Chair, Planning Committee for the Mid Atlantic Association of Forensic Scientists 2004 Annual Meeting (2004), Co-Chair, Planning Committee for the FBI Laboratory Symposium on Forensic Toxicology (2004) and Chair, Continuing Education Committee, Society of Forensic Toxicologists (2002-2004). She has trained many forensic toxicologists and authored and co-authored many peer-reviewed articles and book chapters.
Victor W. Weedn, MD, JD
Weedn is a forensic pathologist, UMB graduate school adjunct Professor and Adjunct Professor of Forensic Science Department at George Washington University. Dr. Weedn was the president of American Academy of Forensic Sciences (AAFS) in 2015-2016 and also served as a member of the Forensic Science Foundation (FSF) Research Committee and Chaired the AAFS Amicus Brief Committee. He has been on the National Association of Medical Examiner (NAME) Board of Directors (1994-2000) and the Executive Committee (1999-2000). Dr. Weedn has won many awards, including Iceberg, Star, and President’s awards from NAME and Milton Helpern award from the AAFS, their highest award at the AAFS Annual meeting on February, 15, 2017. He continues to serve on the editorial boards of the Journal of Forensic Sciences, Academic Forensic Pathology, the American Journal of Forensic Medicine and Pathology, and Journal of Forensic Science and Medicine. Dr. Weedn has authored and co-authored numerous peer reviewed articles and book chapters.
